In our connected, customer-centric world, consumers have come to expect that their needs will be met quickly and agreeably — especially in areas, where HelloFresh™ delivers your groceries, Amazon.com® provides same-day delivery, and Uber and Lyft compete to have a car to your door in minutes.
Local governments, however, have too often provided a different experience: forms that have to be printed and mailed; payments taken only by cash or check; appointments that have to be conducted in person and in offices open only from 9 AM to 5 PM.
This experience increasingly clashes with what citizens have come to expect from the likes of Zillow, Kayak, and Yelp. Thus we have a world in which citizens find it easier to compare pubs than public schools, to compare hotels than hospitals. It’s a missed opportunity for governments not only to improve the lives of the people they serve, but also to demonstrate their value and increase civic engagement.
Some local governments have realized this and are using technology and a customer-focused mindset to innovate and better serve citizens, whether for setting up a business or renewing a driver’s license. The Snohomish County Auditor’s Office is one such local government office.
In April 2003 the Snohomish County Auditor deployed Mentis Technology Solutions’ automated indexing application, aiINDEX, to improve employee productivity and to reduce staff time required to index land records. Sixteen years later, the software remains in place and continues to increase productivity and reduce indexing time – making land records, which are public in nature, accessible faster and more efficiently, both online and in house.

Automation speeds up the indexing process by automatically identifying document types and entering information into pre-determined fields. An on-screen display allows for quick and efficient verification of the information. Using aiINDEX, Snohomish County Recording staff members review and verify indexed information, making additions or revisions as needed. Manual data entry time is dramatically decreased. Using the process, Snohomish County has been able to meet its goal of indexing all documents within 24 hours of receipt.
